Walker Kirtland Hancock of Gloucester, Massachusetts was chosen to complete the Confederate Memorial Carving in 1963 after a long period of abandonment.

He was also responsible for the "Valor" and "Sacrifice" memorials on the Memorial Lawn below the carving.

Hancock stayed with the project through its completion in 1970.
